Land allotment to eco-tourism projects a scam

The allotment of forest land to private parties for the 10 eco-tourism projects in violation of the Forest Conservation Act and state’s own policy is turning out to be a major scam with startling ambiguities and shortcomings in the “Memorandum of Agreement” in which even the total allotted area, leave aside the details of land as per the revenue records, has not been specified.

Govt taps ADB on tourism

Dispur has sought help from the Asian Development Bank (ADB) to improve tourism after the sector was accorded top priority by the new Congress government in the state.

Principal secretary, tourism, Assam, H.S. Das, said a project proposal was sent to the ADB, which has given a positive nod, at a seminar on tourism yesterday. The seminar was attended by leading tour operators of the state and tourism officials.

The ADB will study the proposal in detail to find out whether it suits its scheme of assistance.

Go/No Go revisited, for forests

The ashok Chawla committee has recommended that forests be classified into zones on the basis of their ecological value, something on the lines of the contentious Go/No-Go categorisation for coal mining. Such a classification would make highly eco-sensitive parts out of bounds for economic activity, but the panel has such an exercise is necessary for bringing predictability in granting forest clearance to projects and for reducing delays in the approval process.

ADB to invest $60 m in VC funds

Manila-based Asian Development Bank (ADB) plans to invest $60 million in three venture capital funds to help companies tackle the impact of climate change and promote development of clean energy in India and China.

“Climate change will hit Asia hard in coming decades. Investing in these venture capital funds will help channel finance into innovative and affordable technologies that tackle the challenge of climate change in ways that are suited to developing Asia,” an official statement quoted Director General (ADB's private sector operations department) Philip Erquiaga as saying.... Aditya Birla group, JSW Steel, Jindal Steel & Power and others shortlisted for Bandanna Energy bid

India's Aditya Birla, JSW Steel and Jindal Steel & Power are among firms shortlisted to bid for Australian coal explorer Bandanna Energy in a potential billion-dollar-plus sale, sources said.

A number of Chinese firms were also in the race, the sources familiar with the deal told Reuters.

One source said China's CITIC Resources Holdings and a subsidiary of China Coal had made it to the second round of the sale process.

Peabody Energy, Xstrata and Wesfarmers also expressed interest, but it was unclear whether their bids had advanced, the source said.

Host of problems shadow India solar power dreams

 From a lack of data and trained manpower to dealing with inexperienced investors, India’s ambitious dream to boost solar power faces a host of problems that could slow plans to zoom production from near zero to 20 gigawatts by 2022.

Under its Solar Mission plan issued in 2009, India is to produce 1,300 megawatts (MW) of power by 2013, an additional supply of up to 10 gigawatts (GW) by 2017 and the rest by 2022 at an overall investment of about $70 billion.

Two villages to get solar power

Karanje and Mayre, two remote villages near Joida taluk in Uttara Kannada district, will get solar power from Sunday. The villages are being covered under Jyotirgamaya project of Freemasonry Society, an international charity organization.

The villages are located 140km from Belgaum and 45km west of Joida. Mayre has 23 houses with 101 population, while Karanje has 57 houses with 400 population. The villagers travel to Goa, Kumbharwada and Joida for work. Their other problem is the lack of road access during monsoon.

The government today said it has continued its efforts to strengthen the country's energy and infrastructure sectors, which have been identified as key areas for India's economic growth momentum going forward.

World Bank, Himachal sign carbon credit agreement

 World Bank on Sunday signed an agreement with Himachal Pradesh government for what is to be the world's largest and India's first clean development mechanism (CDM) project. Under this, the bank will buy carbon credits from the new forests being developed on degraded lands under a watershed management programme.

India’s first waste-to-energy plant generates heat

India’s first waste-to-energy plant, touted as an answer to the waste and electricity woes of the capital, will start operations from July. But people living near the site are up in arms over the Rs.200 crore project’s high environmental and health costs - something the company denies.

The Timarpur Okhla Municipal Solid Waste Management plant is a private-public partnership project of the the Jindal ITF Ecoplis and Municipal Corporation of Delhi (MCD).

RVCE students develop “Chimera”

A group of students from R.V. College of Engineering, Bangalore, have indigenously developed a fuel (hybrid) system for the Reva electric car. The prototype of this hybrid electric car is names as “Chimera,” said a press release. The group has worked in conjunction with REVA Electric Car Company, National Instruments and Bosch India to conceptualise a fully automated series plug in a hybrid vehicle.

Nod for NLC'snew power project

The Union Cabinet on Thursday cleared the proposal for setting up a Rs.5,907-crore lignite-based thermal power project by Neyveli Lignite Corporation (NLC) in Tamil Nadu.

“The Cabinet Committee on Infrastructure has approved the proposal for installing 1,000 MW lignite-based thermal power project in Neyveli,” an official statement said.

Consisting of two units of 500 MW each, the power generated from the new project will cater to demand of the states in the southern part of the country. NLC is planning to set up the project in Cuddalore district of the state.

Viable sites to be found

The Union Ministry of New and Renewable Energy (MNRE) is establishing seven Solar Insolation Monitoring Systems in the State to identify viable locations for installing solar power projects. While four are coming up in the southern areas of Kayathar, Ramanathapuram, Karaikudi, and Tiruchi, the other three would be at Chennai, Erode, and Vellore.

Focus on better water use in desert State

Factory waste, sewage poisoning Sutlej

Industrial discharge and urban sewage are responsible for the pollution in Sutlej River. This has become evident from a report of Punjab Pollution Control Board (PPCB) prepared after various tests on the river’s waters at various points in the 2010.

As per the report, Sutlej’s waters, which are rated ‘A’ class (pure) at Nangal headworks, become ‘E’ class and ‘D’ class respectively at the confluence of Budha Nullah in Ludhiana and East Bein or Chitti Bein (rivulet) in the Doaba region.
